当路由器启动时,它要执行一系列的操作,即所谓的启动顺序(boot sequence),其目的是测试硬件并加载所需要的软件.启动顺序包括一下步骤:

(1) 路由器执行POST(开机自检).POST将检查硬件,以验证设备的所有组建目前是可运行的.例如, POST会分别检查路由器的不同接口.POST保存在ROM(只读存储器)中,并从ROM运行.

(2)之后,引导程序(Bootstrap loader)将查找路由器的不同接口. POST保存在ROM中,并从ROM运行.程序负责查找每个IOS程序的存储位置,并随后加载该文件.默认情况下,所有的思科路由器都会首先从闪存中加载IOS软件.(根据配置寄存器决定查找顺序)

(3) IOS软件将在NVRAM中查找有效的配置文件.此文件成为启动配置(startup-config), 只有当管理员将运行配置文件复制到NVRAM中时才会产生.(新的ISR路由器中都预设了一个小型启动配置文件.)

(4)如果在NVRAM中查找到启动配置文件,路由器则会复制此文件到RAM中,并将它称为运行配置,路由器将使用这个文件运行路由器.路由器将进入正常运转状态.如果在NVRAM中没有查找到配置启动文件,路由器将在所有可进行CD(carrier detect,载波检测)的接口发送广播,用以查找TFTP主机可使用的配置文件,如果没有找到(这一查找通常都不会成功,而大部分人甚至都不会察觉到路由器曾进行这样的尝试),路由器将进入设置模式进行配置.

路由选择是指将分组从一个设备通过互连网络发往位于不同网络上的另一个设备的操作。路由器不关注网络中的主机，而只关注互联起来的网络以及通往各个网络的最佳路径。目标主机的逻辑网络地址用来获取通过可路由网络传送到指定网络中的分组，主机的硬件地址用来将分组从路由器投递到正确的目标主机上。

如果某个网络没有与路由器直接相连，那么路由器就必须通过这样两种方式了解如何到达这个远程网络：静态的路由选择，即必须由专人手工将所有的网络位置输入路由选择表；动态的路由选择，在动态路由选择的过程中，路由器上运行的协议将与相邻路由器上运行的同一协议进行通信。在此基础上，这些路由器可以不断更新各自对所有网络的了解，并且将相关的信息加入到路由选择表中。如果网络连接出现变化，这个动态路由选择协议就会将这个变化自动通知到所有的路由器。如果使用静态路由选择，管理员需要在所有的路由器上通过手动输入的方式更新所有的相关配置。在大型网络中，动态和静态路由选择通常会被同时使用。
